September 30, 2009 - SIKSAY INTRODUCES DEPARTMENT OF PEACE BILL
Today, in the House of Commons, Bill Siksay, MP (Burnaby Douglas), tabled a private member’s bill which would establish a federal Department of Peace. A broadly mandated Department of Peace would create a governmental infrastructure with a mandate to promote a culture of peace and nonviolent resolution of conflict in Canada and abroad. It would also establish a Canadian Civilian Peace Service to further professionalize peace work by Canadians. The bill is based on a model developed by the Canadian Department of Peace Initiative.

I’m Bill Siksay the Member of Parliament for Burnaby-Douglas.
I am pleased to be able to be here this morning at this press conference with Adil Charkaoui and his supporters.
What happened to Adil and to the others detained under the provisions of the security certificate process should not be possible in Canada.

November 26, 2007 – SIKSAY SPEAKS AGAINST BILL C-2 AN KNOWN AS TACKLINK VIOLENT CRIME ACT
I have significant problems with this bill and with the Conservative government’s approach to crime in general… The measures in Bill C-2 focus on punishment and incarceration. We know this is the least effective part of an approach to reducing crime in our society. Incarceration does not work to reduce crime and more prisons do not reduce crime…

NDP MP out of touch with Burnaby families
Burnaby, British Columbia—Members of the Burnaby-Douglas Conservative Association are in disbelief that NDP MP Bill Siksay does not support mandatory minimum sentences for convicted child traffickers and those keeping child sex slaves.
Yesterday, MP Siksay voted for a Bloc Quebecois amendment that would gut MP Joy Smith’s private members bill C-286, which creates mandatory minimum sentences for trafficking in minors, for example child sex slavery. MP Siksay and NDP MP Libby Davies are the ONLY MPs outside of the BQ to have voted for it, and the BQ’s objections are based on jurisdictional reasons.
“NDP MPs Siksay and Davies are the only MPs in the House, including the NDP, to have substantive objections to the bill. This is bizarre, and shows how ridiculously extreme Bill Siksay is and how out of touch he is with our riding of Burnaby-Douglas. I think he has spent too much time in Ottawa; it’s time to retire him in the next election,” said Marko Dekovic President of the local Conservative riding association.
Bill C-268 is a private member’s bill calling for an amendment to the Criminal Code that would see mandatory minimum sentences for human trafficking convictions involving victims under 18. Since tabling Bill C-268 earlier this year, Winnipeg MP Joy Smith has presented signatures from more than 14,000 Canadians demanding that the penalties to child traffickers fully reflect the gravity of the crime.
“I am a parent with two children. I can’t even imagine how I would feel if something happened to them, and then the perpetrator gets away with it with a slap on the wrist. We need mandatory minimum sentences for those who prey on our children,” said Ronald Leung candidate of record and member of the local Conservative association.
Canada’s first convicted child trafficker, Imani Nakpangi, was convicted in June 2008 of selling a 15-year-old homeless girl for sex over a two-and-a-half-year period, earning a total of over $360,000. Nakpangi was sentenced to ONLY three years in prison.

SIKSAY INTRODUCES CONSCIENTIOUS OBJECTION BILL
FOR IMMEDIATE RELEASE
MAY 15, 2009
OTTAWA – Today, Bill Siksay (Burnaby Douglas) introduced a private member’s bill which would allow Canadians who object, on conscientious or religious grounds to paying taxes which would fund military purposes, to have their income tax diverted into a special conscientious objector account.
“This bill would recognize the very deeply held convictions of those Canadians who believe that participating in any way in the activities of war sanctions and perpetuates killing and violence,” said Siksay. “The bill provides an important option for those who want to ensure their tax dollars are used only for peaceful purposes.”
“I am honoured to be associated with the Peace Tax campaign led by members of Conscience Canada and their partners. Working with citizens who fully appreciate their complex responsibilities as members of Canadian society and who seek a path of peace for Canada in the world, is at once rewarding and challenging,” noted Siksay.
“I hope that Canada’s long history of respecting the views of those who object to participating in military action will be continued by the eventual adoption of this bill,” concluded Siksay.
